Terms and conditions for using the Property Plus service.
The following terms and conditions apply when using the Property Plus platform to book:
simple plumbing services
recycled water inspection services
meter fitting booking services.
Terms and conditions
You must provide the information requested under the heading Property Details. Without this information, Greater Western Water is unable to process the application. If you are not the owner, then you warrant to Greater Western Water that you have the owner’s consent to make the application to Greater Western Water and to provide the information requested to Greater Western Water on the owner’s behalf.
If the property is currently an untitled lot in a subdivision, you must provide the Plan of Subdivision number. Connection to such properties will not be permitted until Greater Western Water has a council-approved plan of subdivision.
A site and floor plan is required when applying to connect to sewer and water.
All new residential sewer connections require water (including recycled water, if available) to be applied for at the same time.
A plumbing/drainage contractor is responsible for notifying the local council or VicRoads of the intention to commence works and notify them of the completion of the works in accordance with the Road Management Act 2004. The Road Management Authority may apply penalties for non-compliance.
For single residential connections, Greater Western Water will provide the applicant with a property plan indicating the dry tapping location as soon as reasonably possible upon approval of the application.
You acknowledge and agree that your plumber must set up the meter assembly with appropriate backflow installed and advise Greater Western Water when the meter/s can be fitted via the online booking system (20mm only) and that you must procure the meter assembly to be set up in accordance with the foregoing. You acknowledge and agree that if Greater Western Water attends the property and the meter assembly is not set up in accordance to Greater Western Water’s Metering and Servicing Guidelines additional fees will apply. Greater Western Water will fit 20mm and 25mm water meters. For water meters 32mm and above the plumber is required to contact Developer Services on 1300 650 422.
You acknowledge and agree that the owner’s licensed plumber is responsible for the maintenance of the water service from the customer’s side of the ball valve to the meter on a dry tapping and from the ferrule to the meter on a wet tapping, for a period of 12 months. Please refer to the Typical 20mm residential dry tapping/wet tapping setups diagram.
The appropriate type of Backflow Prevention Device must be fitted to the drinking and recycled water supplies after the water meter. You acknowledge and agree that this must be completed by a licensed plumber accredited in backflow in accordance with AS/NZS 3500.1.2018 and Greater Western Water’s Metering and Servicing guidelines.
Any water services installed as part of an under-road bore must be installed in a poly or PVC conduit. If the conduit is not installed the tapping will not be conducted. Each tapping requires its own conduit.
When exposing the main for a wet tapping, you must ensure that the plumber excavates over and around the main with a minimum of 100mm clearance around the pipe.
You acknowledge and agree that the plugging of existing dry tappings are the responsibility of the plumber, and that you must arrange for the plugging of existing dry tappings by the plumber. You must ensure that the plumber plugs the tapping back to the water main, then books an inspection of the plugging with Greater Western Water’s Developer Services on 1300 650 422. If a meter is being removed, this must promptly be returned to Greater Western Water (at no cost to Greater Western Water).
20mm wet tappings can be booked with Developer Services prior to the tapping day. For wet tappings 25mm and above we require the booking to be made 3 – 10 business days in advance.
For excavations over 1.5m in depth, contractor must comply with; Occupational Health and Safety Act 2004 (Vic) and No 10190, Mines (Trenches) Regulations, Code of Practice for Safety Precautions in Trenching Operations. Non-compliance with these trenching requirements will result in the tapping being postponed until the trench is compliant.
The sewer house connection branch will be required to be cut back if there is not a minimum of 1m clearance from edge of sewer house connection branch to the edge of the proposed dwelling/structure. This is to be completed by a Greater Western Water accredited contractor at the owner/builder’s expense in accordance with Water Act 1989 section 148 (to be organised by applicant/builder). Greater Western Water (and its agents) bears no legal liability for the accuracy of information pertaining to the location of water and sewer services. Plans are based on available information only. These conditions are binding under section 145 of the Water Act 1989.
Class A Recycled Water Schemes
In addition to the drinking water supply, all properties that have Class A recycled water available must be connected to Class A recycled for toilet flushing, clothes washing, and at least a front and rear garden tap (residential only).
All recycled water plumbing work must be in accordance to AS/NZS 3500-2003, the Recycled Water Plumbing Guide and any other requirements of the Victorian Building Authority (VBA) and Greater Western Water.
The appropriate type of backflow prevention device must be fitted to the drinking and recycled water supplies after the water meter.
Greater Western Water will establish and maintain inspection procedures (which may be varied from time to time) which any owner, owner's agent or owner's plumber must comply with. Greater Western Water may enter the property to which these conditions apply at any reasonable time at your cost to perform an inspection.
You agree that the plumber must book inspections for all new Class A recycled water connections. (R1, R2, R3).
The R2 (rough in) inspection is to be booked in prior to plastering of the house. This is to allow the internal drinking water and recycled water pipework to be inspected. If plastered, you will be required (at your own cost) to remove plaster as required in order to make the pipework visible to pass the R2 inspection.
You agree to ensure that the plumber is onsite at the requested date and time of the R3 inspection.
You agree and acknowledge that additional fees will apply for any re-inspection that is required due to the inability to visually inspect the pipework or has previously been failed, at a prior inspection by Greater Western Water’s connections and compliance advisor.
Fees are required to be paid prior to rebooking of any of the three inspections.
Any changes to the Class A recycled water inspections will not be accepted after 4pm on the business day prior to the inspection.
Works must be ready to be inspected by 7.30am on the day of the inspection.
If you require the meters to be relocated from the original position, you must pay for a Class A recycled water inspection (this is only applicable if the property has Class A recycled water).
If any of these conditions are not met fees will be applicable.
The removal of locking pins or bonnets from a recycled water meter assembly by an unauthorised person will attract a refitting fee.
Class A Recycled Water can be used for:
toilet flushing
irrigation
vehicle washing
fire fighting
ornamental ponds
construction
clothes washing machines.
Class A Recycled Water must not be used for:
drinking (human consumption)
personal washing
cooking or kitchen use
indoor household cleaning
swimming pools or spas
recreational use (e.g. children under sprinklers).
