Get started by understanding the process, pricing and conditions for land development works in our service area – as well as water and sewerage infrastructure plans for prospective development areas.
Our land development manual is your go-to guide for every stage of your development – from planning through to subdivision.
The manual covers cost recovery, construction, quality assurance and audit requirements.
You will also need to refer to the individual works offer and associated development deed for requirements and obligations that apply to a specific development.
Our new customer contributions guide outlines the pricing and conditions for land development works in our service area.
It details standardised and negotiated new customer contributions charges and development servicing plans.
From July 1, 2023 the way GWW charges New Customer Contributions (NCCs) will change.
In addition to an annual increase in the fees for the new Financial Year, there are changes in the way that we will be applying New Customer Contributions (NCCs) for new development applications. See Sections 2.2.1 and 2.2.2 for further information.
For any questions or queries relating to these changes please contact ComplexPlumbing@gww.com.au.
The Developer Sewage Eduction Policy provides a framework to support developers to allow early-stage releases when there are extenuating circumstances delaying the completion of construction of the sewerage outfall works.
If GWW agrees that these conditions exist, where appropriate we are open to short-term, risk-managed arrangements for a limited number of allotments (fewer than 150), provided works have commenced and sewerage outfall completion is pending.
The Instrument to be used in these situations is the Deferred Works Deed (refer ‘Applications and forms’ section below).

You'll need to submit applications and forms at different stages of your land development project.
Development works include water, sewerage and recycled water facilities. To make a development works application, complete and submit this form.
Use this application when there are existing water and sewer services available and you don’t require an extension to water mains, recycled water or sewer reticulation systems. The application shows what customers need to pay prior to connection. If there are minor works, the application may also include information about these works.
A development deed sets out the respective rights and obligations of the developer and Greater Western Water in relation to development works.
You'll be asked to enter into a development deed to finalise your development works application.
Your contractors and consultants will also need to sign an accreditation deed before construction starts on any water or sewerage assets.
GWW will issue the development deed offer and schedules 3, 4, 5 and 6. Download the development deed instrument (including schedule 1 - standard conditions) and schedules below.
The Deferred Works Deed is the instrument to be used should GWW agree there be extenuating circumstances delaying the completion of construction of the sewerage outfall works, and early-stage release(s) are required. Sewage eduction is provided for in this Deed, should it become necessary.
Refer to the ‘Policies, guides and plans’ section above for the associated Developer Sewage Eduction Policy.
The following verification forms need to be lodged by your engineering consultant at specific points during the design and construction stage of your project.
Check the deadline on each form to avoid unnecessary project delays. Email completed forms to verificationforms@gww.com.au.
Water and sewer testing is an important step in the land development process.
Use these forms when you are ready for testing or inspections or if you need to shutdown a water main or connect to a live sewer.
